The Westover Formula. Lieutenant Greg Westover was one of the best bosses I have ever had. He was and is very intelligent. When Greg was assigned to the Homeland Defense Bureau, he would sometimes go get advice from Commander Bill Wickers, who helped create the Homeland Defense Bureau. In this cartoon Greg is explaining to Bill (another really good boss of mine) the formula of why Bill assisting the Homeland Defense Bureau with time and energy benefits the Cactus Park Precinct (Also known as “900″), where Bill was a commanding officer.
UPDATE: Greg retired from the Phoenix Police Department and is now the Chief of Police in Show Low, AZ. Bill is now the Commander of the Phoenix Police Department Homeland Defense Bureau, which he was instrumental in creating 25 years ago.
