Early in my police career all police officers were required to take part in a yearly physical fitness test. If an officer did well in the test there was a monthly cash bonus. So, some officers had an incentive to stay fit.
If an officer didn’t pass the physical fitness requirements there was no penalty. They just had to take part in the test.
In this early cartoon I speculated that some officers could be properly motivated to do well in the yearly physical fitness test.
