The story behind this cartoon takes a little explaining…
Lt. Bill Wickers was promoted to Commander and left the Homeland Defense Bureau. BIll became the commander of the Cactus Park Precinct (900). The new lieutenant at Homeland was Gregg Westover. Gregg would often go to see Commander Wickers at Cactus Park Precinct (900) to get advice on certain issues.
Commander Wickers would ask Gregg, “How does helping you benefit the Cactus Park Precinct?’
In this cartoon I show Gregg explaining to Commander Wickers the complicated formula which proves that helping him benefits Cactus Park Precinct.
